Robert M. “Bob” Burns — Lassen County Superior Court Judge

Professional Experience
Appointed Lassen County Deputy District Attorney from 1993-1998, at first, I handled all child support and misdemeanor cases. By 1995, I handled most felonies including domestic violence, narcotics, theft, three strikes and general felonies. When High Desert State Prison opened in 1995, I was assigned as prison prosecutor.

On June 2, 1998, it was my honor to be elected Lassen County District Attorney/Public Administrator by the People of Lassen County. I was re-elected three more times (2002, 2006, and 2010). I served as Lassen County DA for 16 years until 2014.

As District Attorney, I represented the People of the State of California in seeking justice for crimes committed in the County of Lassen. Some of these cases were Lassen’s most notorious. For 16 years, I was always on call, day, and night, for significant crime scene responses, search warrant review and much more.

Unanimously appointed by the Lassen County Board of Supervisors to be Lassen County Counsel in 2014, my primary responsibility was to the Board of Supervisors. This involved dealing with personnel issues, collective bargaining, Brown Act issues, public records issues, drafting and presenting ordinances, budget issues, land use issues and nuisance abatement, to name a few.

As County Counsel, I also represented county department heads. This involved election issues, contract negotiations, public works projects, property tax issues, child protective services, public guardianship/conservatorship issues, assessment appeals, special districts, and grand jury relations as well.

As District Attorney and as County Counsel, I was obliged to manage a public sector law office which required the preparation and monitoring of budgets as well as supervision of staff. At the same time, I was the primary trial attorney for the office. I have tried approximately 200 jury trials.

In December of 2020, after 27 1⁄2 years, and having acquired the experience available to only a few, I separated from county service. I now own and manage a private law practice in Susanville.

Personal Experience
I came to Lassen County in May of 1993. In 1995, I met my wife Debbie, a Lassen County native. We’ve been together for 28 years. Standish is our home. Our grandchildren attend local schools.

I’ve been a member of Elks Lodge No. 1487 (Susanville), have participated in “Toys for Tots,” “Food for Families” and “Coats for Kids” programs. I was a member of the Susanville Rotary club for 20 years where I served as club president in 2011/2012.

Why am I running for Superior Court Judge?
As your neighbor and a practicing attorney in the Honey Lake Valley for 30 years, I’ve been given the blessings of family, friendship and service. Now, at a time when the community I love needs a tested and steady hand perhaps more than ever, I believe my experience and community involvement show I am the right choice at the right time.
