Tuesday, May 29, 2007 • Planning Commission approves rezoning for new housing development

Danco Communities is one step closer to bringing in a 66-unit housing development to property located on the east side of Grove Street, roughly 200 feet from Riverside Drive.

The development planning company gained approval from the Susanville Planning Commission at its regular meeting Tuesday, May 22. The planning commission approved the use permit needed by Danco in order to move forward with their plans for the proposed community.

Associate planner Cindy Weston said the approval of the use permit is contingent on Danco receiving approval of the General Plan amendment and rezone, both which need to be approved by the Susanville City Council.

Danco’s original proposal to the planning commission was denied because of concerns from the community and the commission about using Grove Street as a main access road.

Since then, Danco project manager Sean Armstrong held a neighborhood meeting Tuesday, May 8, with people who would be neighbors to the development and changed the Grove Street access to an emergency access road only.

Most of the residents were visibly concerned with a number of increases — the increase in both foot traffic and vehicle traffic, the increase in ambient noise around their homes, the potential increase in crime from lower income housing projects and the increase in the density of the population were among their chief concerns.

Armstrong has said that he is going to incorporate as many ideas from the community and the commission as he can. Armstrong said in a letter to the planning commission Wednesday, May 16 the proposed community is aimed at trying to provide the best possible housing for seniors, disabled and the working class of the community.

The size of the property the development is planned for is roughly 5 acres in diameter. It is currently zoned as a commercial, light-industrial zone, while Danco will be proposing it be rezoned as a general commercial zone. Danco is proposing the community as a 66-unit multi-family development geared toward lower income residents.
