Chapman was elected to the Susanville City Council March 5, 1974.

This photograph was taken during the swearing-in ceremony held March 12, 1974.

Pictured from left are City Clerk Jim Jeskey administering the oath; Councilman Ken Loflin Sr.; Mayor Ivor Lanigar; Councilman Dan Sanchez; Councilman Vernon Swisher; City Treasurer Llewellyn Mathews; Councilman-elect Chapman; and Councilman-elect Fred Metz.

Metz and Chapman replaced councilmen Vern Swisher and Don Ford, who were defeated in the election.

“It’s kind of a hoot to look back over 40 years,” Chapman said.
