Actions taken by the board
PSA 2 Appointment
The board voted unanimously to appoint Cyndie Brophy to the PSA 2 Advisory Council.
Information and consent calendar
The board unanimously approved the Information/Consent Calendar, but pulled item G4 for separate consideration. Approved items included prison trial costs reimbursements, minutes from the board’s Sept. 17 meeting, and miscellaneous correspondence items.
G4 — Side-letter agreement
The board unanimously approved item G4, a side-letter agreement with the Lassen County Deputy Sheriff’s Association regarding patrol deputies working in the Lassen County Jail.
Military Equipment Use Policy
The board introduced and waived the first reading of an ordinance regarding the Lassen County Sheriff’s Department’s annual review of its military use equipment policy. Westwo0od resident Eileen Spencer asked about law enforcement military equipment she’s seen in Westwood. Later in the meeting she said, “I wish i could feel safe where I live. I don’t feel safe anymore.”
Honey Lake Valley TV budget
The board recessed and reconvened as County Service Area No. 1 and approved Honey Lake Valley TV’s $163,368 budget and adopted user fees — $25 per single-family unit and $10 per multi-family unit.
Budget hearing
The board held a public hearing regarding the county’s 2024/2025 budget. The board unanimously approved an appropriations limit of $42 million.
Bieber Lighting District
The board recessed as the board of supervisors, reconvened as the Bieber Lighting District and unanimously (District 1 Supervisor Chris Gallagher was absent) approved the Bieber Lighting District’s $26,3875 budget.
Appointment of interim fair manager
The board unanimously approved (District 1 Supervisor Chris Gallagher was absent) the appointment of Sam McMullen as interim fair manager.
Authorization of Cybersecurity Funding
The board unanimously approved an up to $250,000 grant application to the Cybersecurity and Infrastructure Agency administered by CalOES.
MOU for dental services
The board unanimously approved (District 1 Supervisor Chris Gallagher was absent) an MOU for dental services for county employees.

Closed session
The board met in closed session to discuss two items — a conference with labor negotiator Scott McLeran (Lassen County Deputy Sheriff’s Association) and an employee performance evaluation of county counsel. The board took no reportable action.
Public comment
Veteran of Foreign Wars Commander Ron Wood addressed the board during public comment regarding the vacant Veteran Services Officer position. He made suggestions and asked the board to agendize the matter for immediate action.
Lassen County Chief Probation Officer Jennifer Bannon addressed the board during public comment regarding the budget issues created by Lassen County Fair budget controversy. She said the fair went $500,000 over budget and entered into contracts without the proper authority, which resulted in her department losing money in its budget. She suggested the fair manager should report directly to the board of supervisors, not the County Administrative Officer.
