Here is the response from the Clear Creek Community Services District to Lassen County District Attorney Susan Rios’ Aug.7, 2025 letter regarding Brown Act Agenda and Notice Requirements
Dear District Attorney Rios
On behalf of the Clear Creek Community Services District, I am writing in response to your Aug. 7, 2025, correspondence regarding the Brown Act agenda and notice requirements. We appreciate the opportunity to address your concerns and provide additional context regarding our recent operations.
Commitment to Transparency and Compliance
The current board and staff are committed to conducting district business in accordance with the Brown Act and all applicable laws. We are making every effort to ensure transparency, accuracy and timeliness in our postings, agendas and reports. We acknowledge that there have been some errors during the transition from the prior board and employees to the current board and staff; however, none of these errors have been intentional. We are actively working to correct past mistakes and ensure future compliance.
Lack of Transition and Training
The previous board and employees — Catharine Hunter, Nicolette Moroney, Nancy Presser, Rod Twain and Julie Raymond — left all district computers, files and records boxed at the fire station when they departed. Most prior emails were deleted or are not visible to the current employees. No training, documentation or transitional guidance was provided, despite repeated requests. This has made it a strenuous process for the incoming board and staff to learn and implement required procedures.
