Grand jury issues 12-count Superseding Indictment against Bradley Earl Reger

U.S. Attorney Phillip A. Talbert announced yesterday, Thursday, Sept, 19, that a federal grand jury has issued a 12-count Superseding Indictment against Bradley Earl Reger, of Susanville.

According to the court documents, Reger faces two counts of engaging in illicit sexual conduct in a foreign place, two counts of coercion and engagement, one count of coercion and enticement, five counts of transportation of a minor with intent to engage in criminal sexual activity and two counts of travel with intent to engage in illicit sexual conduct.

Count 1 — Engaging in illicit sexual conduct in a foreign place
In Count 1, the grand jury alleges between Oct. 31, 2009 and Nov. 7, 2009, Reger “knowingly engaged in illicit sexual conduct” with Minor Victim 3 in the Philippines with “intent to abuse, harass, degrade and around and gratify the sexual desire of any person.”

Count 2 — Transportation of a minor with intent to engage in criminal sexual activity
In Count 2, the grand jury alleges between or on and about June 13, 2010 and July 3, 2010, Reger “did knowingly transport, and cause to be transported” Minor Victim 3 from California to Nevada with the intent to engage in illegal sexual activity.

Count 3 — Coercion and enticement
In Count 3, the grand jury alleges on or about Sept. 20, 2013 and February 2014, Reger “did knowingly persuade, induce, entice and coerce” Minor Victim 2 to travel in Lassen County, the Eastern District of California, the district of Oregon, Canada and elsewhere “to engage in any sexual activity for which a person can be charged with a criminal offense and did attempt to do so.”

Count 4 — Engaging in illicit sexual conduct in a foreign place
In Count 4, the grand jury alleges between Aug. 3, 2014 and Aug. 5, 2014, Reger “did knowingly engage in illicit sexual conduct” with Minor Victim 2 with the intent to “abuse, harass, degrade and arouse or gratify the sexual desire of any person” during a trip to Poland.

Count 5 — Coercion and enticement
In Count 5, the grand jury alleges between April 8, 2006 and April 16, 2006, Reger “did knowingly persuade, induce, entice and coerce” Minor Victim 1 to travel to the Eastern District of Virginia to engage in illegal sexual activity.

Count 6 — Coercion and enticement
In Count 6, the grand jury alleges between Feb. 8, 2017 and March 23, 2017, Reger “did use a facility and means of interstate and foreign commerce to knowingly persuade, induce, entice and coerce” Minor Victim 35 to engage in illegal sexual activity.

Count 7— Travel with intent to engage in illicit sexual conduct
In Count 7, the grand jury alleges between Aug. 21, 2015 and Aug. 24, 2014, Reger traveled to the state of Georgia with Minor Victim 23 to engage in illegal sexual activity.

Count 8 — Transportation of a minor with intent to engage in criminal sexual activity
In Count 8, the grand jury alleges between April 19, 2019 and April 28, 2019, Reger “did knowingly transport, and cause to be transported” Minor Victim 23 between California and Georgia with the intent to engage in illegal sexual activity.

Count 9 — Transportation of a minor with intent to engage in criminal sexual activity
In Count 9, the grand jury alleges between June 10, 2011 and June 16, 2011, Reger transported or caused to be transport Minor Victim 9 to the Philippines to engage in illegal sexual activity.

Count 10 — Transportation of a minor with intent to engage in criminal sexual activity
In Count 10, the grand jury alleges Reger transported or caused to be transported Minor Victims 68 and 187 between Arizona, Nevada and California with the intent to engage in illegal sexual activity.

County 11 — Transportation of a minor with intent to engage in criminal sexual activity
In Count 11, the grand jury alleges between July 14, 2008, and July, 22, 2008, Reger transported or caused to be transported Minor Victims 68 and 187 and 113 between California and Alaska with the intent to engage in illegal sexual activity.

Count 12 — Travel with intent to engage in sexual activity with a juvenile
In Count 12, the grand jury alleges between March 9, 1996 and March 23, 1996, Reger traveled from California to Mexico for the purpose of engaging in illegal sexual activity with Minor Victim 28.

Forfeiture allegation
According to the court file, upon conviction of one or more of the offenses alleged in count 3, 6 and 8 through 10 of this Superseding Indictment, defendant Bradley Earl Reger shall forfeit any property, real or personal, used or intended to be used to commit or facilitate the commission of such violations — property at 710 Ash St. and 694-720 Ridgetop Drive in Susanville.

Penalties — Penalties noted in the court file include
Counts 1 and 4 — Engaging in illicit sexual conduct abroad
Up to 30 years in prison, fine of up to $250,000 and supervised release of at least five years up to life.

Counts 2, 8, 9, 10 and 11 — Transportation with intent to engage in criminal sexual activity
Up to life in prison with a mandatory 10 years in prison, fine of up to $250,000 and supervised release of at least five years up to life.

Count 3 — Coercion and enticement
Up to 20 years in prison fine of up to $250,000 and supervised release of at least five years to life.

Count 5 — Coercion and enticement
Up to 20 years in prison fine of up to $250,000, supervised release of at least five years to life and restitution.

Count 6 — Coercion and enticement
Up to life in prison fine of up to $250,000, supervised release of at least five years to life and restitution.

Count 7 — Travel with intent to engage in illicit sexual conduct
Up to 30 years in prison, fine of up to $250,000, supervised release of at least five years up to life and restitution.

Count 12 — Travel with intent to engage in illicit sexual act (1995 version)
Up to 10 years in prison, fine of up to $250,000, supervised release of up to three years and restitution.
