LMUD Roundup — March 31 meeting

The Lassen Municipal Utility District Board of Directors met at 5:30 p.m. Tuesday, March 31 at 65 S. Roop St.

Here’s a roundup of actions taken at the meeting.

Director Fred Nagel was absent.

Golden State Power Cooperative
The board authorized the general manager to apply for membership in the Golden State Power Cooperative.

According to the agenda packet, the purpose of membership “to participate and collaborate with GSPC and receive benefits associated with membership. Membership dues will be phased in over three years — $40,000 in 2026 (50 percent of projected full-member dues), $80,000 in 2027 (75 percent of projected full-member dues) and $107,000 (full membership dues assessment). LMUD will have a non-voting seat on the board until it becomes a full member.

Plumas Sierra pole attachment and fiber sharing agreement
The board unanimously approved authorizing the general manager to complete negotiations with Plumas Sierra Telecom regarding a pole attachment and fiber sharing agreement. A fiber connection is required for the new Skedaddle Substation. LMUD and PST will share any revenue generated by the new connection, and PST will be responsible for maintaining the line.

Skedaddle line construction bid
The board unanimously approved a $3,065,300 bid from Basin Enterprises for the construction of the Skedaddle transmission line.

Amended UAMPS Power Pooling Agreement
The board unanimously approved Resolution No. 2026-01 amending the power pooling agreement with the Utah Associated Municipal Power System and related matters.

According to the agenda packet, LMUD is a member of UAMPS, and one of the purposes of UAMPS “is assisting its members in providing reliable, competitive supplies of power and energy and related services through joint and competitive action.”

As part of the agreement, LMUD General Manager Nick Dominguez is appointed as the Participant’s Representative and Electrical Operations Manager Cort Cortez is the alternate.

California Climate Credit issued to customers
The board unanimously approved Resolution No. 2026-02 issuing California Climate Credit to LMUD customers.

According to the resolution, California adopted AB 32, The Global Warming Solutions Act, in 2006. Through its efforts to reduce greenhouse gases, LMUD obtained Cap-and-Trade “allowances” from the California Air Resources Board. The district is required to “consign all allocated allowances to the Cap-and-Trade auctions and to use the auction proceeds to advance the policy objectives under AB32 and to benefit its electric customers.”

One of the approved uses of the allowance values is to “provide a direct rebate to electric customers in a non-volumetric manner.”

LMUD will issue a $39 bill-credit to customers in their August and November bills for all rate classes, regardless of how much power they use.

According to the agenda, the fiscal impact on the district will be $829,920.

Emergency tree trimming contracts
The board unanimously approved two 120-day contracts for emergency tree trimming with A-1 Tree Service and Mountain F Enterprises. The emergency contracts are necessary because of change in contractors.
